Choose between hyphen or underscore for language-country locales

Description

Currently Transifex standardizes on a pt_BR format instead of a pt-BR. We actually don't support the latter at all, since we'd like to standardize and keep things simple.

Some projects have shown to prefer the dash approach, and by some google searching "language country underscore dash iso 639-1" I noticed that more entries mentioned the use of a dash instead of an underscore.

I couldn't find any standards for this though. Opinions?
